In 2007, the Kibaki government launched Vision 2030, a long-term development blueprint intended to transform Kenya into a middle-income country by 2030. The plan identified flagship projects, identified key economic sectors and set ambitious targets for growth, poverty reduction and governance.
Vision 2030 has been both praised as a serious development framework and criticised as an aspirational document that successive governments have used selectively to justify individual projects while ignoring the systemic reforms it also called for. Kenya has made some of its targets and missed others.
The conversation about what the country should be is ongoing.
